Both grant aid per FTE postsecondary student and federal loans per postsecondary student grew at an average rate of about 3% per year beyond inflation from 1998-99 to 2007-08. However, from 2007-08 to 2008-09, federal loans per FTE increased 13%, while grants grew 7%. |
