Trends in Higher Education


Total postsecondary enrollments grew more rapidly from 1998-99 to 2008-09 than during the previous two decades, expanding the demand for financial aid dollars. Total FTE enrollments increased at an average annual rate of 2.7% during the most recent decade, compared to 1.3% to 1.4% per year from 1978-79 through 1998-99.

  • From 1978-79 to 1988-89, grant aid per FTE student failed to keep up with inflation, while federal loan aid grew at an average annual rate of 7.6%. However, grant aid per student increased 5.1%% per year in inflation-adjusted dollars from 1988-89 to 1998-99 and 3%% per year from 1998-99 to 2008-09.
  • Work-study aid per FTE student has declined steadily, from $196 in 1978-79 (in 2008 dollars) to $123 in 1988-89, $113 in 1998-99, and $82 per student in 2008-09.
