Trends in Higher Education


Total financial aid per full-time equivalent (FTE) undergraduate student increased 42%, from $7,167 (in 2008 dollars) in 1998-99 to $10,185 in 2008-09. At the same time, nonfederal loans per student increased 180%, from about $300 to about $840 per student.

  • Pell Grants per FTE undergraduate increased by 32%, from $1,026 (in 2008 dollars) in 1998-99 to $1,355 (in 2008 dollars) in 2003-04. Over the next five years, Pell Grants per FTE undergraduate increased by 9%, to $1,473 in 2008-09.
  • Total grant aid plus federal loans per FTE student increased by 21% in inflation- adjusted dollars between 1998-99 and 2003-04 and by 17% over the next five years.
